how do you become an Administrator

Administrators are people who work on the site. You are offered the position if you do work on the site. However, we are currently on the look out for moderators.

A moderater has powers to "Mod" the forums, They make sure the Thread is in the correct topic and helps out the Admin with monitorin the forum to make sure everythings going smooth !
